The No Child Left Behind Act of 2001 (NCLB), a framework for education reform passed by former president Bush in 2001, did not yield the results it intended, but it was not a complete failure either, according to a May 2013 report by the American Enterprise Institute.
The report addresses what worked, along with the shortcomings of the legislation and how those elements can be improved for use in a successful future reform.
