This article takes a look at the educational outcomes of children in the child welfare system. It found that nationally, half of all children and youth in foster care drop out of high school, 25 percent are homeless 18 months after emancipating, and one-third become public welfare recipients. It also concluded that foster children have lower standardized test scores than their peers, twice as many grade repeats, and higher rates of suspension and disciplinary action.
