This policy research suggests that former foster youth experience homelessness and are victims to substance abuse because they had unstable school experiences, making it difficult to focus in the classroom, which can affect their later adults years. Heritage analyst Dan Lips encourages the federal government to reorganize the Chaffee Foster Care Independence Act to include younger students, and experiment with school choice for foster youth in Washington, D.C.
