KIDS COUNT is a project started by the Annie E. Casey Foundation that studies children’s well-being across the country. This report encourages state officials, other lawmakers and advocates to help children in the child welfare system to live in families.

- The benefits of placing children in families
- Recommendations on ensuring children in the welfare system are in family settings
