This paper, a revised speech, discusses the deliberate promulgation of bad research in child welfare to support the family preservation agenda and the Racial Disproportionality Movement, and the use of that research to promote bad policy. It also explains that good research supporting international adoption has been ignored and barriers created to stop international adoption. It calls for child welfare policy to move in a more child-friendly direction and for child welfare research to illuminate rather than ignore child interests.
