Permanence for children in child welfare is generally discussed as one of three outcomes for children in foster care: reunification with the family, adoption, or kinship care. As of October 2013, the federal law (Title IV-E of the Social Security Act) has been amended to allow federal funds to flow for some kinship care/subsidized guardianships.
