Salt Lake County has released a Request for Information regarding social service areas that would be well suited for a Pay for Success contract.
The County seeks to implement multiple PFS contracts to fund criminal and social services in the County and to utilize Pay for Success financing as an innovative form of upfront, outside funding to achieve desired social outcomes. The County seeks to obtain information on social service program areas as well as promising criminal and social services that should be considered for PFS contracting.
The County anticipates that certain policy areas will be particularly fruitful for PFS contracting because of potentially significant County budgetary savings and because of large, unmet needs in those areas, including but not restricted to:
– Criminal justice, including programs to reduce recidivism, divert low-level offenders, or holistically address the employment, behavioral and/or housing needs of high-risk offenders
– Behavioral health, including intensive services or additional support to improve outcomes for substance abuse treatment and mental health services
– Any other areas that directly impact the County budget, such as youth services, aging and adult services, homelessness and public health
