Salt Lake County is soliciting Applications from qualified providers for the Access to Recovery Program. The ATR Program is designed to support client choice and expand access to a comprehensive array of clinical treatment and recovery support services (including faith-based programmatic options). If you currently have an ATR contract, you do not need to re-submit.
ATR Providers must comply with the requirements of the ATR Manual, sign the required documents, and agree to the ATR reimbursement rates specified in the Rate Tables contained in the ATR Manual. ATR rates are set by DHS/DSAMH and based on Medicaid rates for services where Medicaid rates apply.
ATR Providers must attend an ATR Provider Orientation. Providers must submit to regular monitoring visits to ensure compliance with the ATR manual.
ATR providers must use the DHS/DSAMH Voucher Management System (VMS) and each agency staff member with access to the VMS must complete the online VMS training. All ATR services must be provided within the specifications of a Voucher. Vouchers are client, agency, facility site location, service, and time span specific. All billing must be submitted via the VMS within thirty (30) days of the date of service.
Access to Recovery is funded by the Substance Abuse and Mental Health Services Administration, Center for Substance Abuse Treatment. The ATR Program is designed to support client choice and expand access to a comprehensive array of clinical treatment and recovery support services (including faith-based programmatic options). ATR provides vouchers to eligible recipients for the purchase of clinical treatment or recovery support services and assists them in making an informed and independent choice in selecting their service providers.
ATR clients must be provided choice of service provider for each service offered. For the purposes of ATR, client choice is defined as a client being able to select among at least two providers which are qualified to provide the services needed by the client, among these provider options at least one to which the client has no religious objection.
