The Central Massachusetts Area of the Commonwealth of Massachusetts Department of Mental Health (DMH) has funds available for a grant for suicide prevention and partial hospitalization services that will serve, at a minimum, the Massachusetts towns of Ashburnham, Gardner, Hubbardston, Templeton, Westminster and Winchendon (these towns are located in the service area of the DMH North County Site). To be considered for the Grant, a bidder’s proposal must include plans for (1) partial hospitalization program utilizing evidence-based practices, capable of serving approximately 200+ adults (over the age of 16) a year who meet the admission criteria for Partial Hospitalization Program services as set forth in Subsection 4.2.4 and who may be at risk for suicide (also see Subsection 4.2.2 for more information on capacity) and (2) organizing, coordinating, hosting and providing material support to a Suicide Prevention Task Force
DMH plans on allocating $225,000 for this Grant award in FY’17 and $300,000 annually thereafter (subject to available funding) for the duration of the grant, including potential options to renew. The grants with options to renew may extend to June 30, 2026.
The Grant recipient must maximize available federal, state and local public funds that are available for such services; including but not limited to third party revenue. The grant funds are for programming that would not otherwise be available without such funding. However, grant funds may be used to support programming currently funded by the Department by contracts which are scheduled to end by the start date of the Grant.
In FY17 (9 months), DMH has available approximately $225,000 for this Grant award. In subsequent years, an estimated $300,000 will be available annually for this Grant award.
If additional funding becomes available, DMH reserves the right to increase the funding of the Grant and/or to award additional grants under this RFR to responses that were not funded in the initial selection process. Any increase in the Grant pursuant to this paragraph is subject to available funding, satisfactory grant performance and service need.
Costs that are not specifically identified in a Response and accepted by DMH as part of the Grant will not be reimbursed.
The Commonwealth will not be responsible for any costs or expenses incurred by bidders responding to this RFR.
To be considered for a grant award pursuant to this RFR, a Bidder must have the capacity and willingness to perform all the functions and activities described in Section 4 and satisfy the requirements set forth in this Section 3. The Bidder must be able to provide these services in the cities, towns and communities covered by the DMH North County Site. In particular, the service area must include the communities of Ashburnham, Gardner, Hubbardston, Templeton, Westminster and Winchendon.
The Bidder should have documented experience providing inpatient and outpatient mental health services, as well as operating a Partial Hospitalization Program. The Bidder should be able to demonstrate linkages to community based mental health services as well as suicide prevention services.
