“The Mid-Shore Departments of Social Services are local units of DHR that administer a wide range of social services programs that protect the children, families and citizens of
the Mid-Shore Area. Two of these services are the Foster Care Program and TCA. Foster Care is a temporary service that provides short-term care and supportive services to children who are unable to live at home because of child abuse or neglect. TCA provides cash assistance to families with dependent children when available resources do not fully address the family’s needs. Currently, the Mid-Shore Departments of Social Services are responsible for an estimated total of 90 youth who are either in foster care or whose families receive TCA.
The Mid-Shore Departments of Social Services aim to prepare older youth (those in foster care or whose families receive TCA), ages 14-21, to enter the workforce. One way The Mid-Shore Departments of Social Services accomplish this is through a Summer Youth Employment Program. For roughly 7 years, CCDSS has engaged the services of a vendor on behalf of the Mid-Shore Departments of Social Services to provide paid summer job placement services to help foster youth acclimate to the world of work through the development of work habits and skills. Youths are screened by the State Project Manager and referred to the contractor. After receiving job preparation training, the youths participate in structured jobs where they learn vital work skills and habits. Historically, Summer Youth Employment Program employers have included government, non-profit, and private entities.
CCDSS is issuing this RFP to acquire the services of a Contractor to provide job readiness training and job placement services for the Summer Youth Employment Program for the Mid-Shore Area from June 26 to August 4, 2017…
The Summer Youth Employment Program will accept a maximum of 20 foster/TCA youth from the Mid-Shore Departments of Social Services. CCDSS will screen the youths and provide the Program’s roster to the Contractor by June 1st. This roster will include the youth’s preferred career field. The Contractor will operate the program from June 26 to August 4, 2017. Operation of the Program will include: job readiness training; job placements; field trips to colleges and/or businesses; monitoring the participants; and regular interaction with employers regarding each youth’s performance.”
