This Request for Proposals (RFP) is soliciting proposals for one or more qualified Contractors to provide “Related Services” for IEP services for students ages 3-21 years.
“Related Services” is defined by the United States Individuals with Disabilities Education Act (“IDEA”) 1997 as, “transportation and such developmental, corrective, and other supportive services as are required to assist a child with a disability to benefit from special education…”[section 300.24(a)].
The Related Services outlined in IDEA are: “counseling services, early identification, family training-counseling and home visits, health services, medical services, nursing services, nutrition services, occupational therapy, orientation and mobility services, parent counseling and training, physical therapy, psychological services, recreation and therapeutic recreation, rehabilitative counseling services, school health services, service coordination services, social work services in schools, speech pathology and speech-language pathology, transportation and related costs, and assistive technology and services.”
In Baltimore City Public Schools, the Office of Related Services provides:
School Psychologists (can provide counseling and psychological services)
School Social Workers (can provide counseling and social work services)
The Offices of Related Services in City Schools also manages audiology, assistive technology, orientation and mobility, programs for hearing impaired students, programs for visually impaired students, adapted physical education, Special Olympics, and a number of other programs and services. As needed, the Office of Related Services works with district teams to facilitate or help to coordinate the provision of the remaining IDEA Related Services, using both internal and external, community-based resources.
For the purposes of this RFP, City Schools is soliciting proposals from vendors that will be able to provide the following assessment and treatment Related Services: Speech-Language Pathology, Occupational Therapy, Physical Therapy, School Psychology, and Social Work services.”
