The Maryland Department of Health and Mental Hygiene Office of Family and Community Health Services (OFCHS) is issuing this Invitation for Bids to plan, develop, implement and evaluate training for the Title X Family Planning Delegate Agencies and subcontractors.
The Department is issuing this solicitation for the purposes of providing medically accurate culturally competent training on: new contraceptive technologies; sexual and reproductive health research; maximizing billing; electronic health records; and clinical management. The training will be through local, regional, and statewide conferences, meetings and webinars. The Contractor shall coordinate and support an annual conference called Reproductive Health Update (RHU). RHU provides delegate agencies with information about the latest cutting edge contraceptive and family planning clinical management technologies.
The Contractor shall have knowledge and expertise of the family planning and contraceptive training needs generally. The Contractor shall have knowledge and expertise of the Department of Health and Human Services, Office of Population Affairs, Title X Family Planning and Reproductive Health Program priorities and key issues for family planning grantees and delegate agencies. The Contractor shall have knowledge and expertise of the challenges that Title X Family Planning and Reproductive Health Program grantees and their delegates face regarding health care reform and specific trainings designed to address these unique challenges. The Contractor shall have access to a wide array of subject matter experts who are knowledgeable trainers and have the required expertise in family planning reproductive health, Title X grant, contraceptive methods, women’s and men’s health or other areas that are consistent with the training/conference theme.
The Contractor shall have the expertise and experience to coordinate educational trainings and conferences based in the Adult Learning Theory and be able to provide proof of previous offerings, via an agenda, or conference brochure. The Contractor shall have the ability and experience to prepare the application to obtain and provide CMEs, Nursing/Social Work CEUs, and CHES credits.
