“Frederick County, Maryland (the “County”) is seeking proposals from qualified firms (the “Contractor”) human service organizations to provide and implement the Children’s Mobile Crisis Program in accordance with the terms, conditions and specifications of this solicitation.
Overall Program Goals:
OCF and the Frederick County LMB seek to increase child and family stability and divert out of home placements through the provision of a Children’s Mobile Crisis Program. An experienced, community-based organization is needed to implement and manage comprehensive and integrated mental health crisis services for children and families of Frederick County to achieve the following goals: • Stabilize crisis involving children and families in Frederick County; • Provide brief, targeted interventions which support child and family recovery to higher level of functioning; • Divert psychiatric and/or legal out of home interventions whenever possible. Accomplishment of the goals will occur through timely crisis response which implements clinical best practices of care, utilizes natural and community supports wherever possible, and facilitates linkage to appropriate community-based services. The crisis response must also be prepared to facilitate access to higher levels of care, such as emergency mental health treatment, when needed.”
