“1.1.1 The Department of Juvenile Services (DJS or the Department) is issuing this Request for Proposals (RFP) to procure a Contractor to provide on-site and on-call behavioral health services for male youth at the Cheltenham Youth Facility. Additionally, the Contract will provide backup services on an as-needed basis for female youth at the Thomas J.S. Waxter Children’s Center and for male and female youth at the Alfred D. Noyes Children’s Center. The services to be provided shall include mental health, substance abuse, and when requested or indicated, special education support services.
1.1.2 The selected Offeror shall also provide mental health assessments or evaluations for court appearances, including psychological and psychiatric, neuro-psychological, and sex offender assessments. In addition, the selected Offeror will provide mental health assessments or evaluations to obtain a Certification of Need in order to place youth in Medical Assistance funded programs.
1.1.3 It is the Department’s intention to obtain services, as specified in this RFP, from a Contract between the selected Offeror and the Department. The anticipated duration of services to be provided under this Contract is three (3) years. See RFP Section 1.4 for more information.
1.1.4 The Department intends to make a single award as a result of this RFP. See RFP Section 1.15 for more information.
1.1.5 An Offeror, either directly or through its subcontractor(s), must be able to provide all services and meet all of the requirements requested in this solicitation. The successful Offeror (the Contractor) shall remain responsible for Contract performance regardless of subcontractor participation in the work.”
