The County of Orange (County) Social Services Agency (SSA) is currently requesting proposals from experienced, private nonprofit organizations; public educational institutions; or municipalities to provide Mother and Child Residential Homes Services at Tustin Family Campus (TFC).
In 1999, SSA’s Children and Family Services (CFS) division began its Strength-Based Practice (SBP) initiative with an emphasis on family-centered team decision-making, strength-based assessments of families, community-based and accessible services for families, and culturally competent interventions and services. In June 2003, the Family-to-Family (F2F) Model was implemented in Orange County. The F2F model was used to frame the new SBP approach by CFS. The F2F approach emphasizes the following:
- Build Community Partnerships;
- Recruit, train, and support foster/adoptive parents and relative caregivers;
- Engage in Team Decision Making (TDM) with birth parents and community stakeholders; and
- Continual self-evaluation – data based decision making.In accordance with Assembly Bill 636, California Department of Social Services (CDSS) approved the CFS Systems Improvement Plan (SIP) in May 2009. The goals identified in the CFS SIP are:
- No recurrence of maltreatment;
- Reunification: Decrease time to reunify; and
- Placement Stability: Provide support before and during placement and after the case is closed.The TFC was developed to help support the CFS F2F initiative and CFS SBP. The TFC is a strength-based, multi-treatment facility with service components and program elements designed to address the unmet needs for residential treatment and services for children/youth, families and emancipated young adults in Orange County. Referrals to the TFC are generated by SSA.
