The County of San Bernardino Department of Health (DBH), hereafter referred to as the “County,” and its partners Children and Family Services (CFS) and Probation are seeking proposals from interested and qualified organizations and agencies to provide a proposed plan for provision of the Children’s Residential Intensive Services (ChRIS) program. The ChRIS program is a structured residential program that utilizes Full Service Partnerships (FSP) as well as the values and principles of the Core Practice Model (CPM) in providing necessary services during the period of placement and up to 2 months after the child has left the group home in order to facilitate a successful transition to a lower level of care. Preference will be given for facilities located within San Bernardino County; however, to qualify for consideration a facility must meet the following criteria:
1) Currently licensed by Community Care Licensing and functioning as an RCL 12, RCL 13, or RCL 14 group home; and,
2) Nationally accredited by, or currently in the accreditation process with, one of the CCR approved accrediting agencies, including:
a) Council of Accreditation (COA)
b) Commission on Accreditation of Rehabilitation Facilities
c) The Joint Commission
3) Intending to pursue certification as a Short Term Residential Therapeutic Program (STRTP); and,
4) Agrees to provide San Bernardino County CFS and Probation first opportunity for placement for any vacancies within the Group Home/STRTP, and
5) If intending to serve Dependents placed by San Bernardino County CFS, then agency shall obtain a “Letter of Good Standing” from the County of San Bernardino CFS; and,
6) Meet at least one of the criteria below:
a) Physically located within San Bernardino County and has had a San Bernardino County Ward or Dependent residing at the facility within the past twelve (12) months, or
b) Physically located in California and within 125 miles of the boarder of San Bernardino County and has had a San Bernardino County Ward or Dependent residing at the facility within the past nine (9) months, or
c) Physically located in California and has had a San Bernardino County Ward or Dependent residing at the facility within the past three (3) months, or
d) Is physically located within San Bernardino County, has not had a San Bernardino County Ward or Dependent residing at the facility within the past twelve (12) months, but has a specialized program for at least one of the following populations:
(1) Pregnant and parenting teens,
(2) Children with mental health and substance abuse issues,
(3) Lesbian, Gay, Bisexual, and/or Transgendered youth,
(4) Fire Setters
(5) Sex offenders with mental health issues
(6) Sexually exploited children,
(7) Extremely violent youth with mental health issues,
(8) Non-Minor dependents who have exited foster care and wish to return,
(9) Adolescent Females with Probationary involvement displaying highly disruptive and/or self harming behaviors.
